It's also a continuation on his focus of improving the defense.Honestly the more I think about it, the more I think it is a vote of confidence in Clarke Schmidt. They have seemingly intentionally kept his innings down all season and I think he is going to get a chance now if he looks good while stretching out in AAA.
Also, related to this, Cashman is always looking ahead. For a couple of years, it has been obvious that there would be a bullpen issue in 2023 if it wasn't addressed, because all of Chapman, Britton, Green and Castro are FAs. Now Cashman has put an entire pen in place and can let all of those guys go. Similarly, there are rotation issues coming up, Taillon a FA after this year and Severino, Montas and Montgomery all after 2023. If they can get Schmidt in there, that fills one spot longer-term.
