The Lions snapped the ball and took a knee on third down with 34 seconds left. Let's take seven seconds--if that--for the ref to whistle the play dead. That leaves 27 seconds if the Bucs call their last timeout. If the Lions take another knee, the clock stops once the ref blows the play dead. If they kick, I believe the NFL has ruled that a FG is now 4 seconds, but of course more could go off if the Lions fake it or if the Bucs block it---which of course could result in a game tying TD.

But if the Lions miss the FG, the Bucs could have had the ball at their 37 with twenty seconds and no TOs. That's not a great chance, but that is not nothing.
My assumption is that the Lions snapped early on third down because the Bucs had already signaled they would not stop the clock earlier in the series with enough definitiveness that it would have been unsporting for the Bucs to renege. If there was no implicit promise, then, yes, the Lions fucked up and the Bucs should have called time out.

The reality is that with 1:33 left, it is simple to run out the clock without kicking even with the time out. My assumption is the Bucs knew it and conceded. I understand Tim’s point that you still make them do it because maybe a snap is bobbled, but I don’t think it is a big deal.
