I don't follow the kids much, but I remember being favorably impressed with Dalbec and Houck this past season on the mlb team. Any chance of their moving up this coming season?

Dalbec likely won't move anywhere except off the list. Houck, well, it depends.

He still hasn't been cleared to play baseball, until there's an answer to that question it's tough to put him on a top ten list. If he has another year of service before he's allowed to play, is he a potential 2/3 starter or an end of the rotation guy?

Alex Speier gives a brief synopsis of the BA top 10 (which he claims authorship of). The offensive potential of Casas at 1B is just one reason that a move by Devers from 3B to 1B seems highly unlikely.
"Baseball America’s list of the top 10 Red Sox prospects (which I’ve been in charge of assembling for the last eight years) features few new names from a year ago. Nonetheless, the advances made by numerous players at the team’s alternate training site point to a system with a broader and more advanced array of near-big-league-ready talent than has been the case for some time."

Will Casas play a majority of games this year in the majors or more in the minors? Is he ready to move up? Any Insight?
Everything I have read or heard predicts at least a full year in the minors. However if he explodes at Aa\AAA then maybe he gets a cup of coffee in 2021. On the Soxprospects podcast Speier mentioned mid-22, as the most likely time for his MLB debut.

FanGraphs' Zips 2021 Top 100 Prospects is out. The bottom half is littered with Red Sox youngsters:
20 - Jeter Downs
67 - Triston Casas
71 - Connor Seabold
77 - Garrett Whitlock
88 - Bryan Mata
Of note, three of these guys were picked up by Bloom: Downs from the Dodgers in the Mookie deal, Seabold from the Phillies in the Workman deal, and Whitlock from the Yankees in the Dec 2020 Rule 5 draft.

I'm not surprised to see Sabold and whitlock there, given what's been written about them. I have no data supporting this but would caution that it seems like guys with their profile: Low ceiling pitchers who project to be competent end of the rotation types, don't have much margin for error in their development.

I'm glad they're both with Boston, and think they were solid pick ups for little to no cost, but I imagine they're hard to rank in that they have a high probability of success, but if they miss their projection, they're basically fungible up and down arms. Compare that to Mata, who could miss his projection, and still be a solid reliver.
