If I were a staunch critic of the Bush Administration, say a PAC such as MoveOn.org, I might be tempted to hire people to harass old ladies and get it in the paper (and on popular message boards) that Homeland Security was reading people's mail. Would be a good way to turn even more people toward the Democrats in the next election. -DH3
