So you can’t penalize the Lightning if they hit a player’s head but did not intend to and you can’t penalize the Lightning if they fully intend to hit a player’s head but land only a glancing blow. That should about cover it.

It is explicit in the rule book. You are wrong. Because the refs arbitrarily decided it was not does not change the rule as it is written.

That was not a clean hockey hit. It was a dirty hit where the principal point of contact was the head. If it was the other way around it would still be a dirty hit

Koepke’s head was low. That’s why no call. Lunging like that is a dangerous play by Cole and he likely knew he was putting himself in a bad position. Raddysh took full advantage of a defenseless player and fuck him but it’s something for the players to handle, not the refs.
