If Song stays in the Navy for another full year, he will be able to be stashed on military leave. He will not need to be put on the 40 man roster. I am not sure how (or if) an event like this is outlined in the rule 5 process, but I think that may be sufficient enough for the Phillies to hang on to him and count as being in the big leagues for the entire season. If he is relieved from Military service, that makes it way more difficult for Philly to hang on to him. I would guess that Dombrowski is banking on him being unavailable for the season.

Browsing some tweets it seems like whenever he is reactivated he will have to spend a full season on the 26 man roster (or IL caused by major league play), or be returned to us.
I would be surprised if that is the rule. A (not very) similar situation to this is an injury - when a rule 5 pick is injured, he can spend the entire season on the MLB DL, and that is enough to fulfill that 1 year of MLB service time obligation. A player never has to actually be on the active MLB roster to fulfill the rule 5 obligation.

Unless this has changed recently, I don’t think it’s correct, the player still has to spend a year on the active 26 man list once they’re healthy.

I guess I am unsure of the exact DL rule, but I remember Lenny DiNardo spent the vast majority of his rule 5 season on the DL, but he still fulfilled his rule 5 obligation. The Song situation is completely different of course, sounds like the tweet above from Matt Gelb is correct.

I think that loophole has been closed since DiNardo, I know the Orioles had someone a few years ago who was hurt and who had to be on the roster the following season.

I have to say that I am pretty angry with Bloom and company about tendering Brasier a contract while not protecting Thaddeus Ward.

We might well get him back in Spring Training — it happens all the time — but he could absolutely make it through a season on the Nationals as a multi-inning reliever, and we'd have lost a decent SP prospect for the right to pay Brasier $2m in the wake of a negative-WAR season.

edit: Politi is fungible; we can replace him in minor league free agency; Song is a mystery wrapped inside an enigma; it's Ward that bothers me.

I had this initial reaction at first but I think it’s wrong. The last few guys on the 40-man (Ort and Hernandez, at least) are merely placeholders…they will be replaced in a few days as the Sox sign FA’s. Could they have chosen Ward over someone like Kelly? Yeah probably but I think a lot of those roster spots will be in jeopardy in the coming weeks. Took a risk, lost him, but still a fairly good chance they get these guys back (although if the Nats think enough of Ward’s upside, they can surely keep him on the roster. He’s probably better than Patrick Corbin).

I can't cite any details either, but I'm certain this is correct. It's not possible to hide a Rule 5 player on the IL for the year. I don't think the rule is written regarding being on the major league club for a year, I seem to recall hearing it's a required minimum number of days on the active roster (I don't know the minimum, but I think it can be achieved over the course the year with a short IL trip). An extended period on the IL just delays it. I know I heard a discussion in the past few years in spring training that a certain Rule 5 player still couldn't be optioned for a month or two into the following season because of time he'd missed.

Some updates...

1) Thad Ward had a good Spring Training (3.18 ERA in 11.1 innings) & is making the Nationals bullpen.

2) Ryan Noda made the A's despite hitting .167 in Spring Training.

View: https://twitter.com/matthewkawahara/status/1640502341697941504

3) Jose Hernandez I think is making/made the Pirates roster despite 9 ER in 10 IP.

View: https://twitter.com/RobBiertempfel/status/1628800214617272320

4) Blake Sabol made the Giants after a 1.125 OPS this Spring so far.

View: https://twitter.com/StevenRissotto/status/1640233894518865921

6) Mason Englert looks like he's making the Tigers, 2.25 ERA in 12 spring innings.

Mason Englert was the Tigers' Rule 5 draft pick this past offseason, and given his spring, there's little reason to believe he won't be staying around.

8) Kevin Kelly made the Rays (bought for cash from the Rockies), 3.38 ERA in 13.1 IP.

Brasier/Ort over Ward continues to be a sore spot for now, for sure.

We've heard enough that they really evaluate Brasier / Ort as more useful pieces, contrary to basically every other opinion I've heard, from seamhead to casual fan.

Might as well do the rest...

20) Noah Song is going on the IL with a back injury because he's super rusty & doesn't remember how to pitch.

Nice we got Politi back. Good minors stats but didn't show this spring (6.23 ERA, 1.38 WHIP in 8.2 innings)

Honestly pulling for Ort--he gets called out on here than anyone not named Pedro Sandoval
