Is there a backup or other process that runs at 8:05 Eastern? Seems like whenever I get 403s or site hangs it's always between 5:05 and 5:08 here on the West coast.

Nope. It's not my internet, and it's not just me: I've noticed other people mentioning it at the same time during game threads (which are the fastest moving, so the just likely place folks will notice it).

Yes, from 8:03 to 8:05 ET every night the board shuts down (7:03 ET to 7:05 ET when we turn the clocks back in the fall).

I assume it’s the nightly web cache cleanup job. The server OS is probably on UTC time, so it’s Midnight is our 7/8 eastern.
Right: feels like a setting left on default. Could be changed to something not quite in the meat of US time.

The cron jobs I can access all look to be configured for the correct timezone; not only are they displaying as EST5EDT, but I just watched a job flip from "next run at 11:00pm 2022-05-09" to "running" to "next run at 2:00am 2022-05-10" as 11:00 eastern popped around.

Unfortunately I don't have console access to the live machine so I can't actually alter when they run. I suspect that there's one task that's running every 3 hours at 3 minutes past the hour, and happens to be particularly noticeable at the 8:03 time (if Nip is reading this, the XF\Cron\Counters::rebuildForumStatistics job is the most likely culprit, followed by perhaps XFES\Cron\Reindex::reindex which runs at 5 minutes past the hour). Limiting those to run only at 2am/5am/8am/11am and not between noon and midnight might help.
