"Clode hates skilled youngsters" is kind of the straw man version of the problem, though.
Look at Spooner's career up to now. He was a high (and highly touted) draft pick and top prospect, then he struggled in a couple of callups, had a bad camp, made the team by default and quickly stunk his way back to Providence. Now he's enough of a suspect that 1) Buffalo doesn't want him as part of a package for Chris Fucking Stewart and 2) as badly as the Bruins needed some speed and skill throughout this season, he was not on the radar as an option.
Now, fast forward to late February, David Krejci gets hurt. The Bruins call up Spooner because they basically have no one else who can fill that role, and - surprise - he turns out to be "good" Spooner again).
He has played a key role in the Bruins' late push for the playoffs, has played well enough that Krejci is starting out on the wing, and yet he would not have even been here if not for a couple of injuries.
One way to look at this is that it was just a fortunate coincidence - just when they
really needed something from Spooner he finally happened to be ready to give it to them. Kind of like with Krug in the 2013 playoffs.
The other way to look at it is that as an organization they aren't good at developing skilled youngsters - they nearly failed with Spooner and it took an injury to Krejci to bail them out.
