Marcus Smart did virtually nothing for 3 1/2 quarters and then took over the game with a little over 5 minutes remaining, and the C's won going away.

I think you read that wrong. Parker was in the Bottom 25, but he was the 2nd best player in the bottom 25. In the premature conclusions bucket, he reminds me of Evan Turner. He's a much better prospect than Turner was due to youth, but I'm really not sure he's going to be a good pro right off the bat.
You're right - that's a weird formatting decision, putting the "best" at the top. Obviously none of this means much yet of course. I'd actually much rather have the bottom 25 on that list than the top 25 actually. The bottom 25 includes Parker, Exum, Vonleh, Caboclo, and Payne, all of whom I'm somewhat high on.
