That's what Mike Reiss opines. As I said, if he's not counted on to play a big role on defense and is just playing special teams it's not a terrible move. You've got to assume BB got Chung very cheap, maybe Chung fills a role if he's healthy and you never know on April 3 who's going to be healthy on September 3 so why not give him a shot? Assuming the cost is minimal or zero there's virtually no opportunity cost.
