Kane knocked the ball out of his own reach. He couldn't score a goal. If the ball had been within range, was that enough contact to reasonably bring him down to prevent him from scoring? Absolutely not. He felt contact, shut his legs off and went down to gain an advantage. It's a dive.
Players get higher levels of contact all the time in the box. If the touch Kane sustained is sufficient to earn a penalty, every single time players meet in the box there has to be a penalty given.
