Help me unlock an iPhone 4

I have recently inherited an iPhone 4 tied to AT&T. I would like to unlock and use it on T-Mobile. After perusing SoSH and running a few searches, I haven't been able to find good info on the process. For various reasons, I don't think doing it the "legit" way through AT&T will work (no the phone isn't stolen...if you really want to know why, I'll PM an explanation)
 
Also, should I be Jailbreaking the device while I am under the hood?
 
A Google search turns up a lot of "go to my website and download my tool" stuff, mostly videos - which I don't find entirely trustworthy.

AT&T should unlock it if it has already been paid for for 2 years+. I'd at least try doing it the legit way before looking for sketchier or less free alternatives.

I PM'd you why I don't want to go through AT&T. I'm going to have to go with a sketchier alternative, I think.

Haven't unlocked since ATT started legally unlocking them, but I previously had success with an IMEI unlock I bought on eBay for like $10. Took a day or two, but worked fine overseas.

If you are on an earlier OS/baseband combination for some reason (unlikely), jailbreaking/ultrasn0w might be an option as well.
