Input device (?) issue

Before I re-image this machine (Windows 7)

Having a strange issue. Some programs are receiving a signal to scroll.

Example, I open add remove program and the list immediately starts to scroll to the bottom. It does this with or without the mouse/keyboard connected. Almost as if there was a stuck key (arrow down, or - sign). But again, even with the keyboard removed, it is doing it.

Open up windows explorer, to a large list of files, and it does not scroll. Open a word doc with lots of txt. No scroll.

Open up firefox, try to pull up a list of prefilled user names and it scrolls them to the bottom, or flashes away. Hit the CTRL key while in FF and it zooms the window out, like a stuck - key.

Removed mouse and keyboard drivers, rebooot. Ran malwarebytes, cc cleaner.. Same behavior and

Should be noted, here in chrome, no issue with it scrolling anything.

edit: While chrome does't scroll, something is still going on at the system level. Example, right click to spell check a word, and the context menu goes away, right away. So I'm pretty sure it's a constant barrage of - sign or down arrow.

Is there a bluetooth device connected sitting in a box somewhere?

I'd also suggest trying to isolate - disconnect/power off the keyboard and see if it still happens with just the mouse connected. And vice versa. Could be a bad input from a scroll wheel or a down arrow in just one of your input devices.

No other input devices connected.

Keyboard is wired, so I unplug. It still happens. Remove the driver while it's unplugged, still happens.

Pop out the usb receiver for the wireless mouse, still happens.

update.Tried a different USB wireless mouse. Noticed that when I took out the old receiver, there was still a mouse listed in the device manager. So I uninstalled it. With no mouse driver the problem stopped. I plugged the old one back in, two devices showed up, and it started scrolling. Removed both instances again, plugged in another mouse and just one showed up in the device manager, with no issue.
So it looks like an issue with that usb wireless mouse (which I've had for years) adding a 2nd instance. I just disabled the 2nd instance of the driver and it is working fine now...JFC...

Thanks for the input everyone. Got me looking in the right places.

Congrats on solving the problem, and on using Windows 7. I held out as a long as I could, but ended up "upgrading" to 8.1 with the shell extension on my old machine about a year ago. That's as far as I will go though.

Microsoft will stop providing any updates including security updates for 8.1 on January 10, 2023, FYI.
