iphone 5, ipad, fundraiser question

I'm on the high school booster club board and we are going to do a iphone raffle giveaway where we'll sell raffle tickets at the winter sports events.  The winner will get an iphone obviously as we think that is the tech gadget that will most appeal to kids, as that is our target for this fundraiser.  The other fundraisers hit up the same businesses event after event and we're trying to have a small extra fundraiser that targets a different source of revenue.
 
I'm in charge of obtaining the phone or at least researching the best way to fulfill the request.  So obviously my first stop is here.
 
I'd like to have a phone available for display at the table where we'll setup to sell tickets at the games.  That way the kids can see and feel the phone, figuring that will get them in the mood to part with some money. Obviously, we'll have to pay the full price tag for a phone with the idea that a kid will just activate it on their current phone plan. 
 
Is there anyway to do what I'm thinking which is have the phone we'll giveaway available for display and then it get activated on whatever network the kid has?  The networks that cover this area are Verizon, TMob, Sprint, and AT&T.

What Costanza said. You can't just activate any iPhone for any carrier. For example a Verizon iPhone doesn't work on TMobile. If you have the budget for a full price iPhone5 you can offer iPad Air.

Plus, everyone has a cell phone.  Not everyone has a tablet.  I think the iPad will be more attractive for a raffle, anyhow.

Why pay $600 for an iPhone 5?
 
if you're paying $600, you could raffle off 2 iPad Minis (as said above) plus no headaches.
 
No kid's going to give a shit about an unsubsidized phone an iPhone to them is $200 an iPad Mini is $300.

Okay, I was going for sizzle factor thinking a phone would be more appealing to a kid locked in a contract.  I'll push the ipad on the board, its going to be a mid-Dec to mid-Feb campaign, so we're at a point where anything is in play.   We'll be selling tickets at a table set up in the gym during the winter sports (girls/boys basketball, wrestling, etc), target is obviously the kids.
 
Based on these ipads, what do you think is the most sizzle and appeal for a kid to buy a ticket?

Ipad Mini w/ retina display $399
Ipad Mini  $299
 
Ticket price is nominal, probably $5 per or 5 for $20.

Like I said upthread, if you are being given the budget for the full freight iPhone 5 you might as well go top of the line iPadAir.  Then again, I would probably enter regardless if it were an Air or Mini. Maybe give people incentive of better odds by drawing 2 winners for a Mini? 
Don't even consider iPad2.

Ok, went with the iPad Air.  It's in and we're setting up to start selling this Saturday. 
 
Is there a way to turn it on in "demo" mode like they have them at Bestbuy and Apple stores?  I don't want to take it through a registration process, but would like for it to be on and people see the display quality and some basic features.
