That's the obvious answer and perhaps this is already a done deal. That said, there are a lot of egos involved here and some significant history. I could see any of the parties involved passing for all of those reasons and more.

He had the best defense in the league by almost all metrics from 2021-present. Ultimately it falls on him to solve the offense but he was dealt a bad hand. I would love to see what he could have done with a competent offensive coaching staff and players. Bowles rebounded in TB.
