Why does KC get to make that choice? They had the "worse" penalty (the personal foul). Why can't Buffalo be the team to make the choice? CFB?
They are the team in last possession after a change of possession. Basically the rule exists so that this doesn’t happen:

Team A illegal formation. Throws a pick. Block in the back during return. Offsetting fouls would be extremely unfair to team B, so they have the option to decline the penalty on team A and keep the ball after enforcement of their penalty.

It's crazy that a silly little penalty like "guy ran out of bounds" is equal to "personal foul, tried to blow up someone's knee" when talking about offsets.
I think unsportsmanlike conducts never get offset by anything other than another unsportsmanlike though, right? Seems like pretty misplaced priorities.

Not to hijack the thread or take away from an abundantly entertaining weekend of football, but it is just ridiculous that the NFL espouses Black Lives Matter and End Racism but seems perfectly fine with the Chiefs' fans doing that chant. Washington changes its name but not KC?!?

Really? I actually think Romo is great (even as a niners fan and having him call last weeks game).

But Nance is really bad. I don’t care at all who wins this game, but he seems to be a chiefs radio announcer. I don’t understand why. And I’d consider myself a complete neutral in this game.

What is the NFL supposed to do about it though? Suspend the KC fan base? Make KC play without fans? You can kick individual people out of the game for using the N word, but you can't empty an entire stadium, can you? I'm trying to be realistic and practical, not assume some moral stance here.
