EDIT: Obviously, you got +32 for being voted division winner and -32 for being voted division loser. 
 
This can start the conversation on the worst teams and a potential draft order from 1-playoff participants.

I like this though there should be some sort of division total vote equalizer. Seems like the earlier the Division voting was posted the more votes were recorded. The two West divisions (last two divisions posted) only recorded 13 & 14 total votes. While the first division posted, NFC East, had 22. Maybe just use % of votes instead of total votes, would require a little bit more math.

While that might refine results some more, I went into the exercise of compiling everything thinking:
 
If this shows the Steelers as the best "worst" team, the results probably have some validity.
 
I don't think converting votes to percentages will give us the magic formula. I think, at this point, knowing who the playoff teams were, who the "worst" teams were and the relative strength/weakness of those receiving few votes for either has given us enough to start some polls and/or get some discussion going about who in the "worst" group gets #1 overall, which teams barely missed the playoffs and should pick in the low 20s and a start on figuring out how everyone else places in between. 
 
Of course, if someone wants to do more work using the suggestion DDoM made or by some other methodology, I'm glad to consider it as well.

I may be jaded....but I find it difficult to believe that the Chiefs are only the 5th worse team.

SF121 I could buy into a combination with Some polls on "the worst".  I am confident in my teams suckiness  :)
 
Either that or we simply take the bottom 4 (or 5 or 6 or Whatever) and put them into a lottery.  Each team gets 1 entry.  We pull an entry and the Seahawks get the first pick.  Pull an entry and the Tactlenecks get the 2nd.  Pull an entry Panthers get the 3rd.
 
Maybe we take some combination of Division Losers, Your chart,  a Poll and narrow it down to the bottom X.  Then the random draw that bottom group.

Yeah, from looking at the teams my top eight in the draft would go something like this:
 
1.Chiefs
2.Hawks
3.Panthers
4.Giants
5.Necks
6.Jets
7.Vikes
8.Steelers
