Is there any significance/difference with Leon signing a 2016 major league deal then being outrighted like he did, as opposed to just signing a minor league deal?

I'm guessing he isn't eligible for the Rule 5 draft next month by doing it this way.

Yeah, I don't quite get that. I'm pretty hazy on the waivers rules, but I thought there was a priority order based on team record as to who would get a guy. So even if you acted quickly, a team with a worse W-L record would have priority. But I guess I'm wrong? Or maybe teams just pass on waivers guys extremely quickly?
