I think it'll depend on the pricing structure. If it's competitive with Patreon, I can see many creators moving to Twitter for the ease of administration. But Patreon has a lot of video features and other engagements that I think would be hard to match on Patreon.
This might entice content creators from Instagram to shift, especially the ones that are currently private and require you to request to follow. If successful, it could see a shift at Instagram and other places. I wouldn't pay $5/mo, but 50 cents? Probably still no, but others might.
This seems unlikely to work out. Twitter generally seems like a means of promoting paid-for content on other platforms. Examples abound of creators who use Twitter to get attention and then drive people to their podcast, YT channel, Substack, private Discord, private blog, OnlyFans, etc. Those creators are not going to impact their means of promotion by making it pay-only.
And this is coming from a heavy Twitter user who's bought merch from Twitter creators to support them.
I think a much more likely path to success is enabling users to "tip" creators. I'm not going to pay anyone $60 a year for their tweets, but I could definitely see myself tipping a creator $1 on the spur of the moment for a tweet that I particularly liked if the payment process was easy enough.
Edit: I missed this part -- Twitter has started its own version of Substack that collects less from creators than Substack.

I wonder if Twitter waited to roll this out after Trump was de-platformed. This feature likely would have made him a lot of money.
I'm not a fan of this. Twitter's success is due to its free position. I think the google model (sell ads) is still better for them
