According to Jeff Passan of Yahoo Sports, the Cubs have "inquired about receiving a competitive-balance draft pick and the accompanying bonus-pool money" as part of a return package for right-hander Jeff Samardzija.

This would require that a trade get done by Thursday's first round. Passan suspects that the Rockies, who have a competitive-balance pick at 35th overall, could be the team that the Cubs are talking to. Samardzija was shelled for eight earned runs in three innings Sunday by the Brewers but still owns a shiny 2.54 ERA, 1.15 WHIP, and 67/23 K/BB ratio in 78 total frames this year. He can become a free agent after the 2015 season.

Baseball is the only major North American professional sport that limits the number of draft picks a team can trade, but the Pittsburgh Pirates and Miami Marlins took advantage of one of the few opportunities to swap futures.
 
The Pirates announced Sunday afternoon that they had dealt right-handed reliever Bryan Morris to the Marlins for the 39th overall selection in the upcoming MLB Draft. The pick was Miami’s so-called “competitive balance” choice, which are awarded at random to low-revenue teams and are the only type of picks that can be traded.

Wait "low revenue" teams get extra picks at random?  I missed that one.  And it's absurd that the Marlins get anything for "low revenue" when they play in one of the largest markets in the country.  That they haven't been able to capture the attention of the market should not cause the Red Sox to pick lower in subsequent rounds.

It's ridiculous that teams aren't allowed to trade regular draft picks the way every other sport does.

The reason for the competitive balance draft is that it was the negotiated compromise for not installing hard slotting on the draft, which many of the small market owners were firm on going into the CBA negotiations.
 
Personally, I think they should be tied to revenue sharing in that you have to spend your revenue sharing dollars on either players or draftees, but maybe that will come later.

There are some markets that should never be considered small markets whatever their revenue: NY, LA, Chicago etc. Miami - the 8th largest metro area according to the Census Bureau, ahead of Atlanta and Boston - is definitely one of them.
