It's just the VAR from tennis and soccer. Run the video in super slo-mo until the player is down and mark the ball with a 90 degree sideline angle. With any portion of the ball showing, you could trace/project where the rest of it would be. It would take an investment given the number of places on the field that would need to be mapped, but it's technologically feasible. A chip would fix mistakes in that regard. I’m skeptical it would be conclusive to a +/- 6 inches level in the middle of a scrum.
