The coaching hire will definitely happen first regardless of whether it's Harbaugh or not. Michigan would not have stayed this long in the Harbaugh sweepstakes if they didn't feel strongly about their chances to get him. I'm sure there are back up plans out there as feelers to even lower tier guys like Addazio and Cutcliffe would not have been made.
Keep in mind, that we're in a dead period for recruiting.

To provide some context, Ross has given $313 million to the University over the years. The business school is named after him as is the athletic academic center. While we do have other big shot alums that have given a lot (Charlie Munger gave $115 million recently), Ross is definitely the biggest benefactor.
