The police said he wasn't arrested. But something clearly happened in June. "Busted" is my technical term. Might need lawyer to chime in on what possible situations would not lead to arrest at the time, but lead to indictment 2 months later.
Not my area of expertise, so this is necessarily general, but under murky circumstances (maybe -- making this up -- it's his house but there's 20 people there), and where a felony is at issue, the county attorney will just present the matter to a grand jury for the probable cause finding necessary for the charge, rather than arrest on the spot. More specifically, the police give it to the county attorney after not arresting Chung on the spot. A prosecutor will present evidence of, say (more making it up) Chung's ownership of the house and other info that ties it to him, if any. Cynical me says that's probably not unusual for people of means in large lake houses in Meredith who aren't suspected of dealing and who don't seem to be flight risks.
And since grand juries are, by law, secret, there's no information until an indictment is issued.
