Why restrict a team’s ability to use the ”savings” from a suspended player to obtain a replacement?

It's annoying seeing fans and media chirp when teams are reluctant to give fan favorite players these contracts because it's not just about being cheap.If teams are worried about being on a hook for over a decade to a player who uses PEDs, then they shouldn't be handing out 13-year contracts to 22-year-olds. The punishment for a positive test has already been collectively bargained and everyone knew that going into the deal.
You have to get extraordinarily lucky to have a positive outcome on a contract that long. A player could get busted for PEDs, suffer an injury, or just stop performing at the expected level. On the management side, finances can change, CBAs will change, and players in the pipeline change.
