I don't agree with your first sentence. Based on the "make it up as it goes along" process that is Roger Goodell-imposed discipline, I could totally see the NFL putting Brown on the exempt list after he is interviewed next week, because at that point they will have met the bare minimum requirements laid out in the CBA for placing someone on the list.Assuming nothing changes regarding a criminal investigation, that seems to rule out the exempt list going forward.
My guess is that the league undertakes a cosmetic 1-2 month investigation, interviews both parties (to the extent they will cooperate given the ongoing civil matter), doesn't really figure anything meaningful out, but then gives Brown a 4-6 game suspension on the grounds of "This whole thing is making us look bad and maybe we'll look like we care about the issue if we suspend him for a while."
So Brown misses a chunk of the mid-late part of the season, possibly a big part of the tough stretch (CLE, @BAL, @PHI, DAL, @HOU, KC), but is back for the playoffs.
