Lost the display on my laptop so I've hooked up a 27" TV temporarily but it's too big.......I'm thinking a 23" monitor will suffice.  I'm leaning in the direction of something $200 or lower range unless someone can convince me otherwise. Any particular brands I should consider or avoid?   thanks in advance

Perfectly good 23" IPS monitors can be had for around $140. You want a matte screen, and a stand that's not too wobbly.  Something different goes on sale every other day.

What kind of resolution are you looking for?  Do you want to maximize screen real estate or do you want fairly good sized stuff on the display? What will it be used for? What kind of room is it in (windows, well-let, etc.)?

1920 x 1080...not sure what the diff is between max real estate vs. good sized stuff...primary use will be surfing, spread sheets, and, an occasional Sox game, no gaming, room is dimly lit.
