Now, in my mind, that should be a free kick to Rangers (as I consider it like an offside), however the rules are than the penalty is retaken, which seems highly beneficial to the attacking team given that they were the one that encroached. Rangers were lucky that they saved the second one too.

Did not know that. Seems dumb to me that the Napoli player made the infraction but get rewarded. Now, if it had been cleared by a Rangers player who was similarly encroaching then it’s fair to retake the PEN.
