I think the discretion is whether a red card is given. If there's a hand ball (i.e. Deliberate) inside the box, there's a penalty kick, but a red card is also given only if it denied an obvious goal scoring opportunity.Edit: I'm talking about Liverpool/Swansea
What was the debate in the booth about the handball? To me it was a clear handball in the box so pk. Now personally, I think that is a gratuitous penalty in that situation but I thought my issue was with the rule. So my question is, does the ref actually have discretion? I thought once it was called, that was it. But I only have a rudimentary understanding of this sport.
