He didn't hit him with the elbow. That is an example, not the rule leading with the elbow is considered unnecessary always. Jimmy did not lead with or hit him with the elbow he made contact with the head with his upper arm, it was part of a regular shooting motion, as such was considered not unnecessary.
What? How do knock someone in the head with your arm?

If you really want to go conspiracy theory, the pace of this game in the first quarter when the refs mostly let them play made it seem like they would blow through the over at 210.5 or thereabouts.

Now after all the refball the under has a much better chance. Hmm…

I actually enjoy Stan, and I'm pretty soft on annoncers in general... But Reggie should be fired.
The problem is that both of them often get repetitive and/or focus on one thing.

so you have one guy going “HEAT NEED TO GET BROWN IN THE ACTION!!” Over and over and the other going “BUT THE HEAT ARE ONLY
DOWN 7!!!!!” Over and over

It is exactly what Tatum got called for a few years ago vs Mia when he was driving and Bam jumped into his fucking elbow

I mean great... so because a different crew made a garbage call years ago this one should....

I get it we want the Celtics to get bad calls in their favor, but that was a good call, it was a foul, but not flagrant.

I did, he goes into his body, rises up and clips him with the bicep, that;s a foul, what he didn't do is swing his elbow out, which is what the example tape shown above is pointing out.
People also need to realize... the commentary on coaching tape isn't the rule, it's an example of the type of play considered to be unnecessary, with an emphasis on the player safety of trying to minimize swinging arms into the face/head.
It is literally exactly what the rule is there for, actually.
