Carolina should have changed their snap count on the second attempt to draw him offside. He clearly knows when they'll snap the ball.

WTF are you talking about? That had nothing to do with stacking one side of the line -- Chancellor just jumped the snap count twice in a row.

You could see on the first one he actually slowed down because he mistimed it slightly.

The second kick was blocked (deflected) based on the replay from the end zone - doesn't that mean the kicker is fair game? Is the deflection not reviewable?

Deflection would be reviewable, I think. But I think the kicker shanked it so badly that Chancellor didn't get a piece.

But he was moving. He wasn't, and here's the key part, "lined up" over the center.

While you are correct that the plays were different, I do believe it's also a penalty for Chancellor to do that if he's at the LoS as the ball is snapped, as he appeared to be.

Please enlighten me. I thought you couldn't be over the center at the line of scrimmage when the ball was snapped. Does that play not fit the criteria?

I don't think it's relevant. I believe the timing of "lined up" is when the ball is snapped.
