People have been fired for less ridiculously stupid tweets than that Tsarnaev one. What was he talking about anyway? Chechnya and Russia despise each other, and the Soviet Union ceased to exist two years before Dzhokhar was even born.
He followed it up with this gem:

Somehow this is just as bad of a comment too, he's trying to make himself out to be a victim here. Not only insult Russia, but insult the actual victims of that tragedy.

They lived in Russia (Dagestan) for less than a year. They actually spent most of their childhood in Kyrgyzstan. And the Russians warned the FBI about Tamerlan several years before the bombings.
