It would appear that 1) this was a joke and 2) the Eagles' OL do like to eat out together.  Last week Lane Johnson, last year's first rounder, posted a picture of a $17,000+ bill from the same restaurant with the caption "Rookie Dinner."  As set forth in the article posted today, Johnson later admitted that two other guys, including Mathis, helped him pay the tab.

Huh?  They paid $46,860 for 21 bottles of wine that they drank in one sitting (if I am counting right).  For 46 grand you could stock a pretty kickass wine cellar with a lot more than 21 bottles.
 
That's not even counting the cognac.

That's a room charge. I think if the establishment is adding an auto gratuity it would be more than 3%.

Screaming Eagle is sold to mailing list customers for $750/bottle and generally trades on the secondary market in the $1500-$2000ish range, depending somewhat on vintage.  $3k is actually a pretty reasonable markup by restaurant standards, they probably left a lot of money on the table by not pricing it higher.
 
No, it doesn't make any sense.  Wine like that is like watches or designer handbags, you're paying for the status rather than the quality of the product.
