Obviously a massive drop-off at the bottom, but that group is headlined by probably the #1 (obviously) and #2 or #3 (Peyton) QBs in history, and Vinny who was a 2x Pro Bowler who put up pretty big career numbers.
That's mostly a group of names who, at that moment in time, were not all that special. Brady was pretty far from being Brady (borderline top 10), and Manning was far from being Manning (other than his first and last seasons, 2001 was the only year he missed the pro bowl), and obviously Vinny was years past his prime. The other guys were at their peak, which was very slightly above average. That group finished 6th (Manning), 8th (Fiedler), 10th (Van Pelt) 13th (Brady) and 24th (Testaverde) in DYAR. Brady was the only one to make the pro-bowl, as a replacement (and he wouldn't make it again until 2004).
Mahomes/Herbert/Carr/Wilson finished 4th, 5th, 8th and 15th in DYAR in 2021. Mahomes and Carr are in their primes, Wilson may be slightly worse and Herbert will likely be slightly better. Carr was the only one to miss the pro-bowl. The two divisions aren't remotely comparable, unless we're looking at entire careers.
