Except no one tries it any more because of the rule. The punishment doesn't fit the crime. Make it no change/no timeout, faceoff in the zone.

The reward of stopping play so you can start with a face off isn't all that fair for the attacking team.

Prior to 1977 only players who completed the playoffs got on. Since then all you need is to play at least 41 regular season games or one Stanley Cup game with the team.
