Basically, Quebec's legal system is based off the French civil law system, which says your birth name is always your legal name. Forever. So a woman named Marianne Ouimet might get married to a Jean Lacroix and be known socially as Marianne Lacroix, but her legal name will always be Marianne Ouimet. This is true for Louisiana as well, which also practices French civil law. And Belgium.
The Parti Québécois had a very strong second-wave feminist plank, so in their charter of rights they enshrined gender equality, and it was felt this extended to the social practice of taking your husband's surname. So they banned this in 1981.
The knock on effect of this social change is double-barrelling your kid's surnames became very common for a while in Quebec. It's declining now because of the usual reasons - kids are having kids and coming up with up to 16 options for a surname, feminists aren't seeing names as a structural issue worthy of attention versus the pay gap or rights at work. So it's gone from about 25% of kids to about 10% now.
