This is in response to people getting caught up in prostitution stings generally.  It's NOT a response to the Sapp situation. 
 
"Solicitation" is asking for sex for money (or, technically, other compensation, but it's rare to see that).  So it's a crime of intent - basically you ask someone to make an illegal contract with you.  So there's an immediate gray area when (most commonly) we have guys talking to a woman who is in some way advertising herself as sexually available.  
 
Stings (especially street stings) are quota type things.  So if you just walk over to chat or joke around or see what's up, and have no real intent to cough up the money for the sex act, there's a chance they'll be trying to make quota and nab you anyway based on anything suggestive.   In reality, there are a lot of guys who just talk to women.  Or talk shit around women.  Or are just arrested for approaching an undercover officer.   Or have a sexual interest but aren't serious.  Or are just curious about going rates.  Or who don't know if that's a hot girl waiting for a ride.  (For example, I once defended a group of 3 14 years olds who asked a UC sting officer if she'd have sex with them for $100.  When arrested they had >$20 on them.  I defended another guy who asked a UC sting officer "How much do you charge for stuff?" because he had a bet with his friend about going rates.)  A claim of "but I wasn't serious" does not get you un-arrested.  
 
I'm not saying that everyone's innocent, but how do you determine when someone crosses the mental line with a "serious" money for sex offer that they really mean and are going to follow through with?  
 
Escort/massage type stings are usually more believable in my book.  They usually involve a lot of texting or emailing.  But there's some gray.
 
Situations like the Maine Zumba thing or the Sapp situation are far more credible; since you have completed acts and/or admissions. 
 
I understand why the state wants to regulate sex for money, in most cases by making it illegal.  I don't think straight up illegality is the best approach, that's a personal political opinion.  Regardless, the enforcement is often questionable and kind of puritanical/thought police-ish.

Escorts theoretically aren't prostitutes--they claim that they get paid to accompany people to parties, go out to the movies, whatever.  Purely platonic, and thus legal.  Part of the AZ permit is that you have to provide them with a description of all services provided and affirm that none of them are sexual in nature.

Is it surprising to anyone else that this is such a small number? I guess on reflection this is a part-time gig (or is it?), but I was under the impression that these guys made pretty good bank as talking heads. Or is there a strong correlation between being a sports channel talking head former athlete and how much money you lost?

It's awkwardly worded, but I think they mean month, too, by reference to the monthly lien being taken out.

I heard this morning his NFLN contract was $500k per year. So the $45k is per month.

He was not well liked in Tampa solely for the way he treated people, including children, when asking for autographs. Contrast him with Derrick Brooks. The most often word used yesterday in the area regarding Sapp? Karma.

I don't think I've ever heard a good thing said about this man, and I seriously doubt he does any prep work for his appearances on his previous employers network. Karma is a bitch, and he deserves all that's coming to him. That said, he should've been fired for being a giant, no-talent jackass with a fat mouth. I am betting NFL Network was desperately looking for a way out after they hired him & saw what they got. Buh bye Mr. Sapp.

Never understand why networks hire idiots like this in the first place.  I know football isn't a game populated by Mensa members, but there are enough intelligent and articulate former players who can provide analysis of the NFL without having to hire the Warren Sapp's of the world (and by the Warren Sapp's of the world I am specifically thinking of Ray Lewis and Keyshawn Johnson at the moment)

That clip of him facemasking Rice reminded me of how much I hated him as a player. Was it Clifton of the Packers he knocked out for a year with a brutal block on an interception return far away from the play. Just desserts.

Q rating matters more than quality of analysis.  It's pretty straightforward.

I thought it was the Eagles where this happened.  But, whatever ......it was a nasty cheap shot that cemented him on my "asshole" list.

I think it's because he seems to have a good time on the set and is entertaining even though he doesn't provide a hint of analysis or information.
 
But he's still better in every way than Ray Lewis, Michael Irvin, Marshall Faulk, and Terry Bradshaw.

He is hated in the East Bay from his time in Oakland, both in Alameda and by the Raider Nation as a whole. Supposedly he treated the old timers who hang around the team (guys like Willie Brown, Jim Otto and George Atkinson) like shit.

I'm a Deion guy. I think Irvin sucks but am predisposed to dislike him after watching him push off on NYG db's for about 100 of his career catches. Deion interacting with players is always good TV. For my money he's the only guy on any of the NFL channels that could fit in with Shaq, Chuck and the crew.

As for Sapp, he's a horse's ass and won't be missed. As big of an a-hole as he seems to be I figure the NFL network was waiting for an opportunity to can his ass. Too bad Kenny Powers can't take credit for getting him canned.
