based on the ref in the booth's explanation it makes sense. One official watches only the returner, sees the collision, throws the flag. Then others get together and explain he was pushed in and take the flag away.

The penalty has to be intended to protect a defenseless player. If you get flagged for crashing into a guy with his head searching the skies to field a punt, it's odd that it would be okay to fling his teammate into him.
