I think he certainly means to drag salah down with him to the ground but it was such a freak accident that it’s hard to say it was intentional.Even if Ramos had been sent off it would not have been enough. I have no doubt that Ramos intended to take Salah out of the game. I also have no doubt that if you asked Liverpool fans whether the tradeoff of Ramos being sent off and RM playing with 10 for 60 minutes was worth the loss of Salah and the answer would be no. So why not do it from Ramos' perspective? What penalty or sanction could have deterred him? It's the final - what does missing the next game matter? After seeing the elbow he ‘accidentally’ hit the keeper with (even tho he was pushed he still left the elbow up so he’d hit him in the head) I have doubts about his intent not to injure.
