Yeah, but having the time out might save them 20 second if they get tackled in bounds so probably six of one half dozen of another. Plus, you can't be sure Atlanta won't convert and then you saved them time. That was actually not obvious either way for me.

I think the point is that you'd have to allow defensive holding of some sort between the numbers, or give the defense some other sort of compensatory advantage.
I expect the league would balk at anything that might so radically lower completion percentages—the modern passing offense is widely seen as part of the rise in the popularity of the “product.”

I’m not saying it wouldn’t be wise. But football may not be wise, to say nothing of the NFL.

The real problem isn't calling the helmet-to-helmet contract correctly - it's the brutal contact itself. Maybe legalizing defensive holding isn't the right solution, but surely another solution could be devised.
That wasn't directed at you, as much as it's almost an impossible equation to solve. They take away a discretionary call and replace it with another discretionary call. It wouldn't help.
