I never really got why that needed to be a penalty. If a lineman wants to run downfield and not block for the QB, and can't catch the pass, why shouldn't he be allowed to do that?

Football is weird.

Because the defense doesn't know who to cover. That's trade for the offense: These players are exempt from most illegal blocking rules (low blocks, blocking in the back, clipping, etc.) but they can't go downfield.
