Effa Manley does not belong in the Hall of Fame. She did good things for equal rights but her relationship with baseball (white woman owning a Negro League team) is problematic. She wasn’t a manager in a y league that I am aware of.Oh, Toni Stone, Mamie "Peanuts" Johnson, Connie Morgan were women who all played in the Negro Leagues and Effa Manley was the only woman to manage an all-male team and is in the Hall of Fame.
