Well, cuz the stands are empty. Seems pretty clear his teammate pointed out he accidentally was doing a Nazi salute, corrected him, and he belated figured it out then did a salute on purpose. If Kelly was suspended for 8 games, then Laureno may be looking at a season suspension; charging into the dugout and violating social distancing has to be punished much more aggressively than throwing at someone.
Alex Cintron instigated this, I don't think Laureano gets any more than 10 games. 1/6 of the season is a hefty penalty.
