Fox and TBS own the exclusive rights to the game's images until they choose to release them. No different than the Olympics and pay-per-view events in that respect. Could be they hadn't granted permission to air the highlights at that point.
Fox and TBS definitely don't "own the exclusive rights to the game's images until they choose to release them." Baseball owns the copyright in all the broadcasts; there are likely contractual terms with ESPN/TBS/FS1 regarding when others can show clips.
