Not sure who Cleveland is targeting, and the cast of available center fielders is underwhelming, but it will be a huge disappointment if they don't add anyone today. Andrew McCutchen wouldn't surprise me, but the way things have unfolded, someone who can play a solid center field makes the most sense.

Rays seem to be valuing hard contact skills with Pham and banking on his downturn this year being a fluke. They gave up nothing of consequence and he's controlled into the window when their young talent hits and they expect to contend again. Feels like a pretty solid move to me.
And the Rays aren't shitty, they are a .500 team in a division being trampled by the 2 best teams in baseball.
