Last week against Baltimore the Steelers twice let Vick try to make a play on 4th and short and they came up short both times...I have to imagine this weighed heavily in that decision. I'm sure it did, but the situations are different because of the clock factor. If Bell is tackled there, I think it's 50/50 the refs give Pitt the timeout with 1 second versus the game being over. I can't imagine the shitstorm that would have caused after the clock error. That penalty was also huge, as it allowed Pitt to run an extra play.
