He walked away from Brown as he was being brought off the field and initiated a confrontation with several Bengals players. It is simply inarguable that he started the conflict, and that (by the rules) he deserves a penalty. I think it's debateable whether he should get two (for the initiation, and matching with Jones for whatever he said and Jones did). But the idea that there's even a shred of a doubt about Porter getting a penalty is just inconceivable to me.
