You lose a timeout if you lose a challenge. But you're not taking that time out, it's just taken away.

If you lose a challenge, you are technically charged a timeout as if you called it, so I think you’d be subject to a penalty. I don’t think there is an exception to the consecutive TO penalty if the second TO is charged due to a lost challenge.
