For me it's a foul because his foot is moving towards Kane as in a late challenge. If he's going to the side or is still and Kane kicks him on the followthrough I think you let it go but I think it's a pen.

I wish there was a way to give a foul/card and not a penalty, since it didn't impact play at all and Kane had already skyed the shot.
