They could have called up Jacques who has been pitching really well for Worcester. With a rested bullpen length wasn't really the biggest need today.

Barraclough was due to start and can give you multiple innings because he was starting in Worcester. And pitching well. That’s really all I’ve got.
The starters go so few innings that they seem to prioritize calling up guys who can provide multiple innings of relief.
