The practice players of the week are often recognized for their work in simulating an opponent's playbook in practice. So, when Brian Hoyer (among many others) was given the award after week 15, it was likely due to him playing the part of Tyrod Taylor in practice that week.
I seem to remember Belichick praising one of the back-up quarterbacks for how good of a job he did in simulating Peyton Manning in practice. This would have been years and years ago after the Patriots beat the Colts in the playoffs

I agree with you from a qualitative standpoint, but there is actually a graph out there which I have seen on BBtL somewhere this year (but obviously can't find now) that shows team wins vs games lost to injury with bubble size as quality of players lost.
